In a significant legislative review, Vietnam’s National Assembly Standing Committee is examining a draft law designed to streamline administrative processes and business regulations within the agriculture and environment sectors. This proposed legislation seeks to amend 10 existing laws, encompassing areas such as plant protection, animal husbandry, fisheries, irrigation, water resources, veterinary services, and crop production. The initiative is part of a broader effort to enhance efficiency and reduce bureaucratic hurdles in these crucial sectors.
The draft law aims to abolish 38 administrative procedures and 40 business conditions, in addition to simplifying 13 more procedures. These reforms are projected to cut down processing times by a total of 904 days. In financial terms, the changes are anticipated to save businesses approximately VNĐ189.9 billion, equivalent to US$7.3 million, in compliance costs. This potential for significant savings underscores the importance of the proposed legislative changes for the business community.
Lawmakers are keen to ensure that while administrative processes are simplified, strong regulatory oversight remains intact. They advocate for a careful balance that also includes increased decentralization. An important aspect of the draft law is its emphasis on digital innovation. It encourages the adoption of digital tools such as QR codes and product traceability systems, which are expected to enhance the efficiency of inspections and ensure the quality of products within the sector.
