Leading a meeting focused on institutional improvement and law enforcement in Hà Nội, Lâm highlighted the importance of laws that offer clarity about rights and obligations while remaining flexible to adapt to scientific and technological shifts, new business models, climate change, and international integration.
Lâm stressed the necessity for a robust connection between lawmaking and enforcement, measuring their success by their ability to dismantle administrative and investment obstacles, reduce compliance costs, unlock resources, and safeguard the legal rights and interests of citizens and businesses. He advocated for a comprehensive review of current legal documents, specifically those that impede investment, production, and business activities, and called for solutions to challenges impacting the reorganized state apparatus and the exercise of citizens’ rights.
Looking towards the future, Lâm set ambitious targets for Vietnam’s legal system, aiming for measurable achievements by 2030 and a modernized legal framework by 2045, supported by digital data and artificial intelligence. This vision includes a professional and transparent judicial system. He also called for heightened accountability in law and policy implementation, suggesting that each policy should clearly delineate responsible agencies, necessary resources, conditions for implementation, and expected outcomes.
Furthermore, Lâm urged a shift from punitive measures to preventive strategies, emphasizing the importance of risk management and violation prevention. He suggested that digital transformation and data-driven governance could enhance compliance, reduce administrative costs, and streamline the resolution of civil and commercial disputes. This approach aims to improve overall legal system efficiency and responsiveness to emerging challenges.
